Supplier qualification becomes unreliable when every document is placed under the single word “certification.” A factory audit, shipment inspection, internal product test and third-party product certificate answer different questions. One document cannot automatically replace another.

Professional buyers can reduce this confusion by building an evidence matrix. The matrix identifies the purchasing decision, the evidence required, the issuing party, the scope, the date and the limitation. It also prevents a valid document from being used to support a claim outside its scope.

Why Buyers Need an Evidence Matrix

Consider four common procurement questions:

  1. Does the supplier have the factory and operating controls described?
  2. Does a particular shipment conform to the purchase specification?
  3. How did a tested sample perform under a defined test method?
  4. Does the product meet a market- or customer-specific third-party requirement?

These questions require different evidence. A factory audit may support the first question. An order inspection addresses the second. A test report supports the third or fourth, depending on who performed it and which method was used.

The evidence matrix should show both “supports” and “does not prove.” That second column is important because procurement errors often begin with an overextended claim rather than a false document.

Layer 1 - Factory Audit Evidence

What a factory audit can support

A factory audit examines the stated audit scope at a particular site and time. Depending on the program, it may review company information, production areas, social-responsibility controls, security controls, quality-system elements, documentation or capacity-related observations.

Bestone Thailand initiated a Bureau Veritas factory audit on August 15, 2026. Bestone's published audit record states that the scope covered social responsibility and C-TPAT/security controls relevant to factory and supply-chain operations. The factory achieved 97.99 out of 100 and confirmed receipt of the applicable audit certificate and documentation on August 31, 2026.

This record can support supplier due diligence within that stated audit scope. Qualified buyers may request applicable documentation, subject to document-sharing controls.

What it cannot certify

The published Bestone record explicitly states that the Bureau Veritas factory audit should not be interpreted as ISO 9001, BSCI, SA8000 or product certification. It also does not prove that every production unit conforms to a buyer's purchase order.

A buyer that requires a named social-compliance program, quality-management certification or product standard must request that exact evidence. A strong audit score is valuable, but the scope statement controls how the result may be used.

Layer 2 - Order and Shipment Inspection

Inspection checks products or production activity against an approved requirement. It may occur during production, before shipment, during loading or at receipt. The responsible party may be the factory, the buyer's QC team or an independent inspection company.

An inspection should identify:

  • purchase order and model;
  • specification revision;
  • lot or shipment quantity;
  • inspection stage and location;
  • sample selection or buyer-defined sampling plan;
  • dimensions and functional checks;
  • workmanship and defect classification;
  • packaging, labels and carton marks;
  • result, exceptions and disposition;
  • inspector and date.

A pre-shipment inspection report is order-specific evidence. It does not automatically certify long-term factory capability, and it does not replace a product test required by regulation or the customer.

Inspection arrangements should be written before production is complete. If a buyer requires a third-party company, the scope, booking responsibility, timing and cost should be agreed. “Third-party inspection” is not the same as “third-party product certification.”

Layer 3 - Product Test Evidence

Product-rated load

The product-rated or published load is the load value identified for the product in the approved product information. For Bestone's BTE-2448FH, the published product load capacity is 220 lb.

The product-rated load should remain separate from a test load. Buyers should ask which value appears on the approved specification, packaging or instructions and which evidence supports it.

Internal static-load test

An internal static-load test is performed or recorded by the manufacturer under stated factory conditions. It can show how the tested sample behaved under that method, load and duration. The record should identify the model, date, location, test type, applied load, result and limitation.

Bestone's published records state that a BTE-2448FH sample was tested at 200 kg and a BTE-3072H sample was tested at 300 kg on August 26, 2026. In each record, the tested sample remained functional and passed the post-test inspection under the recorded factory conditions.

Those applied loads are not rated working loads. The results apply to the tested model and sample; they are not production-wide guarantees and are not third-party certifications.

Third-party product report or certification

A third-party product report should identify the laboratory or certification body, product model, sample, method, standard, date and result. A certificate should also show the certification scheme and validity or surveillance conditions where applicable.

Buyers should confirm whether a laboratory is acceptable to their customer or market. A report for one model, material or method should not be generalized to another model without a documented basis.

Apply the Matrix to Bestone Evidence

The following classification keeps the published Bestone evidence within its confirmed scope:

  • Bureau Veritas 97.99/100 record: factory-audit evidence for the stated social-responsibility and C-TPAT/security scope;
  • BTE-2448FH 220 lb: published product load capacity;
  • BTE-2448FH 200 kg: Bestone internal static-load test applied to the tested sample and recorded conditions;
  • BTE-3072H 300 kg: Bestone internal static-load test applied to the tested sample and recorded conditions;
  • buyer QC or independent pre-shipment inspection: order-specific conformity evidence when performed to an agreed inspection scope;
  • model-specific third-party product test or certificate: separate evidence that must identify its own method and scope.

This classification does not reduce the value of internal or audit evidence. It makes the evidence more credible because each item is described accurately.

Build an Evidence Request List for Supplier Qualification

Before placing an order, buyers can request an indexed evidence package:

  1. company and factory identification;
  2. factory-audit report or summary, including scope and date;
  3. product specification and revision;
  4. available internal test records for the exact model;
  5. required third-party product reports or certificates;
  6. sample-approval record;
  7. inspection plan and responsible party;
  8. packaging specification and label approval;
  9. corrective-action process for nonconformity;
  10. final shipment documents and loading evidence.

Mark each item as available, required before order, required before shipment or not applicable. This creates a practical decision record for procurement, quality and management teams.

Red Flags in Supplier Evidence

Buyers should pause when:

  • an audit report is presented as product certification;
  • a test page omits the model, date or method;
  • an internal test is described as independent laboratory evidence;
  • the applied test load is converted into a rated working load without approval;
  • a report for one model is used for a different model;
  • screenshots replace the full controlled document;
  • the supplier cannot explain who issued the evidence;
  • the inspection scope is agreed only after production is complete;
  • a certificate name is mentioned without a document number, scope or validity information.

A clarification request is not an accusation. It is a normal part of professional supplier qualification.

Procurement FAQ

Is a Bureau Veritas factory audit the same as Bureau Veritas product certification?

No. A factory audit and a product certification have different subjects and scopes. The Bestone record is a factory audit covering the stated social-responsibility and C-TPAT/security controls.

Does the 97.99/100 audit score prove shipment quality?

No. It supports the stated factory-audit scope. Shipment conformity requires an approved specification and the agreed inspection evidence.

Is a third-party pre-shipment inspection a product certificate?

No. It is order-specific inspection evidence. A product certificate must identify its own certification scheme, model and scope.

Can buyers use the BTE-2448FH 200 kg test as the rated load?

No. The published product load capacity is 220 lb. The 200 kg figure is the applied load in a separate Bestone internal static-load test.

What does the BTE-3072H 300 kg record prove?

It records that the tested sample remained functional and passed post-test inspection under the stated Bestone internal factory-test conditions. It is not a rated working-load claim, production-wide guarantee or third-party certification.

Should buyers request internal tests if third-party testing is required?

They may request both, but the internal test does not replace the required third-party report. Internal evidence can support development and supplier evaluation while the third-party requirement remains separately controlled.

Who should define the inspection sampling and acceptance rules?

The buyer and supplier should agree them before inspection. If an independent inspection company is used, the approved instruction should be issued to that company before booking.
